Sitting at the intersection of criminalization and capitalism, the use of emerging surveillance technology has become increasingly popular among police departments in the United States over the last few decades. While public knowledge is still catching up to the full extent of the tools that police use, we are quickly understanding more about this technology each day. Adopted for use as police “reforms,” sophisticated electronics and tech capabilities do not address the unchecked power and ballooning budgets of local police departments. Instead, they open the door for law enforcement to monitor communities while private companies profit from sales and contracts. As the movement to defund the police becomes impossible to ignore, replacing police officers with police cameras is called progress.

Living in a “surveillance state,” however, is not a foregone conclusion. Organizers across the country are pushing back against intrusive and problematic surveillance technologies by providing program models and model legislation to disrupt 21st Century Policing and ensure awareness and meaningful interventions. This report presents an overview of ongoing trends in police surveillance and the funding streams that have made and continue to make these trends possible. It also highlights ongoing advocacy efforts and provides recommendations for pushing back against the use of such technology by law enforcement.

The intent of this toolkit is to further the movement to #DefundCPD, and the larger movement to abolish all forms of police. Our goals are to educate and to share resources for individuals, groups, and organizations to have conversations about abolition. This toolkit grounds the conversation in real-world examples in Chicago and elsewhere, and interrogates our society’s narratives about the police. We also intend to make resources we’ve used in Chicago accessible to those around the country. We believe in a vision of dismantling toxic carceral systems, and building real systems of community safety. With education, solidarity, and collective action, we are building a world without police.

A fact sheet about the recently enacted American Rescue Plan Act (ARPA), which provides $1.9 trillion in economic relief through direct payments, expanded child tax credits and unemployment benefits, small business loans, and aid to local and state governments. This fact sheet goes over details of the ARPA payments, gives recommendations for how this money should be used to support communities, and gives an example table of cities and amount of aid they are estimated to receive.

The People’s Plan is a set of public safety recommendations developed by three community-led coalitions (LI United to Transform Policing and Community Safety, LI Advocates for Police Accountability, and United for Justice in Policing LI) with the input of hundreds of Long Islanders. This comprehensive plan presents 12 proposals for structural reform to Reimagine Policing and Public Safety to ensure that LI is safe for ALL Long Islanders.

In response to a recent data request, the Controller’s Office is releasing historical information about the Police department’s annual budget and the number of total homicides citywide. Controller Rhynhart believes transparency is crucial for creating a fair and equitable City government that works for everyone, particularly the most vulnerable Philadelphians. The City has a responsibility to its residents to provide information in an easily accessible and understandable format. Per the data request, the data shows the Police department’s budget together with the city’s annual homicide total. It is important to note, however, that a number of factors beyond policing influence the homicide rate. Increases in the Police budget are due primarily to personnel costs, including negotiated wage increases and additional uniformed positions.

A brief that addresses the question: what happens after we defund police? The brief puts forth a framework for the key elements required for sustainable and meaningful change in jurisdictions that are investing in non-law enforcement responses. It also uplifts 13 different strategies and approaches that can be used as alternatives to law enforcement. In surveying the landscape of such alternatives, CJP identified numerous programs and efforts that are currently in operation and reflect a spirit of innovation, are community-led, and work to address the root causes of conflict, harm, and violence. This brief touches just the tip of the iceberg when it comes to these types of solutions.

This week on Intercepted: Organizer and educator Mariame Kaba talks to lead producer Jack D’Isidoro about the case, efforts born out of the uprisings of this past summer, and the role hope plays in building a long-term abolitionist movement. Whether she’s breaking down the historical foundations of the carceral state or laying out a framework for mutual aid, Kaba works tirelessly to reimagine and create a system not rooted in punishment and oppression. They also discuss her new book “We Do This ’Til We Free Us: Abolitionist Organizing and Transforming Justice.”
