To support and help strengthen the work of advocates and organizers, the Hub is committed to providing and uplifting up-to-date research, reports, data, model policies, toolkits and other resources. We do this by searching for, categorizing, and making available existing resources from partner organizations and others working on issues related to policing. When needed, the Hub also produces its own research in collaboration with partners. This resource database is categorized, easy to search, and regularly updated by our research team.

Mariame Kaba
Created by Beth Richie, Dylan Rodríguez, Mariame Kaba, Melissa Burch, Rachel Herzing, and Shana Agid. This resource explains community control of the police and community review boards, going over some criticisms/shortfalls and then offering potential solutions and alternatives.
Muslim Justice League
This is a living toolkit of information on police reform, surveillance, immigration and policing, racial profiling, community oversight, and more within the Boston area. It also includes action items and ways to get involved.
M Adams & Max Rameau (Wisconsin Law Review)
From the Movement for Black Lives policy platform on community control – a report with policy proposals around community control of the police. This report includes an analysis of policing issues in the US and models for creating and implementing Civilian Police Control Boards to create and sustain change.
Justice in America
As civilians, how do we hold the police responsible for wrongdoing? On the first episode of Season 3, Josie Duffy and co-host Darnell Moore discuss different avenues of police accountability and explain why it’s so hard for the criminal justice system to hold police accountable. They are joined by Alicia Garza, an activist, writer, and organizer, who currently serves as principal at Black Futures Lab. Alicia is a co-founder of Black Lives Matter and has been a leader in the fight against police brutality and discriminatory policing, particularly in black communities.
Lucy Parsons Labs
Through the last year and a half, MuckRock and Lucy Parsons Lab have used FOIA to investigate the use of surveillance equipment by the Chicago Police Department (CPD). Through multiple FOIA requests and lawsuits, the team has demonstrated the CPD’s purchase and use of controversial “Stingray” cellphone surveillance devices among other new surveillance technologies. The work has also shown that Chicago Police have been acting in “bad faith” in fulfilling the FOIA requests. This project page gives preliminary data on the issue and asks for assistance in compiling more information.
League of California Cities
California’s passage into law of Senate Bill 1421 allows for the public disclosure of investigations into police officers for misconduct (e.g., use of force, lying, sexual assault, etc.). Additionally, Assembly Bill 748 contains new disclosure provisions, broadly allowing audio and video recordings of “critical incidents” to be released to the public. This paper is intended to inform readers about the new laws, what they cover, how to respond to California Public Records Act requests for disclosable records, and how to deal with competing viewpoints regarding interpretation of the statutes.
Brennan Center for Justice
In March 2017, the New York City Council introduced a bill to increase transparency and oversight over the NYPD’s use of sophisticated new surveillance technologies and information sharing networks. Dubbed the Public Oversight of Surveillance Technology (POST) Act, the legislation requires the NYPD to disclose basic information about the surveillance tools it uses and the safeguards in place to protect the privacy and civil liberties of New Yorkers. This collection of resources is intended to provide journalists, policy-makers, and the public information about the POST Act.
Local Progress
Over the course of 2019, Local Progress engaged local elected officials and community leaders in a range of communities to evaluate their localities’ policing practices using the Reform/Transform toolkit. Those evaluations have produced the first results of the Reform/Transform toolkit in 12 cities: Chicago, Dallas, Durham, Louisville, Madison, Minneapolis, New York City, San Diego, San Francisco, Seattle, St. Louis, and Washington, D.C.
Anti Police-Terror Project
In listening to families impacted by police violence and engaging in exhaustive literature, study, legal research and lived experience of community-appointed Police Commissioners, APTP has created this Best Practices Guide to support local organizers interested in supporting change to bring an end to the systemic police violence, abuse and murder against Black, Brown, Indigenous, Queer and marginalized people. Findings indicate that best practice requires the establishment of an all-civilian oversight structure with discipline power that includes both a Civilian Complaints Office and a Police Commission.
